George Karabakakis, Ph.D.

Chief Executive Officer

George was appointed CEO in July of 2014. He brings significant experience to his position with a Ph.D. in Clinical Psychology and extensive experience in residential, inpatient, and outpatient settings. Prior to becoming CEO, George held a number of positions at HCRS including Chief Operating Officer, Director of Adult Outpatient and Emergency Services, and Director of Children’s Services. George has served on many local, regional, and statewide partnerships and committees and values bringing together the ideas, passion, and collective wisdom of our stakeholders to make a difference in the lives of those we serve as well as their families.

Hal Moore

Chief Financial Officer

As CFO, Hal oversees an annual budget of $68 million and supervises the Finance and Facility Departments. He began at HCRS in 2004 as the Controller, at a time when the Agency budget was at $23 million. In 2006, he was promoted to CFO. Hal graduated from Rutgers University with an Economics degree and an accounting program background. He worked in Public Accounting, earning his CPA credentials, and for a number of years worked as an Auditor, Tax Preparer, and Accounting Generalist. Hal left Public Accounting to work for a diverse number of for-profit firms as Controller before taking a position at Northeast Kingdom Human Services, prior to joining HCRS.

Anne Bilodeau

Chief Operating Officer

Anne joined HCRS in the fall of 2019 as the Chief Human Resources Officer. She is responsible for employee and labor relations, benefits, compensation, employee wellness, payroll, HR information systems, and employee engagement. Anne has extensive human resources and executive leadership experience in both the private and non-profit sectors.

Paul Boutin, M.D.

Medical Director

In addition to seeing children and adolescents out of the Brattleboro office, Paul supervises the Medical Division, which includes psychiatrists, nurses, and medical assistants. After working in medical research for nearly a decade, Paul entered medical school, deciding on a specialty of child and adolescent psychiatry. Encouraged by the University of Washington’s focus on care in rural and underserved communities, Paul returned to his native New England. Initially working at the Brattleboro Retreat, Paul transitioned to HCRS in 2013, and soon after was promoted to Medical Director. Paul is a member of the American Academy of Child & Adolescent Psychiatry and in May 2015 was made a Fellow of the American Psychiatric Association.

Kate Lamphere

Chief Clinical Services Officer & Director of Adult Services Division

Kate joined HCRS in 2008 and provides leadership to and oversight of all Adult Mental Health and Addiction Services including outpatient counseling and intensive outpatient services, community rehabilitation, emergency services, peer support services, residential services, and employment services. Kate spent many years at HCRS as a Crisis Intervention Specialist, Children’s Clinician, and Program Coordinator for the Child and Family Supports Program in Springfield. Most recently, Kate was the Director of Emergency Services. Kate has a BA in Social Work from Plymouth State University and an MSW from the University of New Hampshire. Kate is dedicated to a collaborative approach that supports choice, mutuality, healing, and social justice.

Warren Sergeant

Chief Information Officer

Warren is responsible for the oversight of HCRS’ technology and computer systems including maintenance, implementation, training, and development. He began at HCRS in 2002 as a Systems Analyst, was promoted to Information Technology Manager, Director, and, then in 2023, to Chief Information Officer. Warren started his Information Technology career writing financial accounting and motor vehicle registration software. He also gained experience in the manufacturing industry and wrote the operator interface for industrial grinders before moving into network administration. Warren has an MS in Information Technology Management and BS degrees in Computer Science and Industrial Technology.

Alice Bradeen

Communications & Fundraising Director

Alice has worked at HCRS since 2005, holding a variety of administrative positions including supporting the Children’s Division, grant writing and a variety of other fundraising efforts, working with the Board, graphic design, and supporting the Executive Team before being promoted to her current role. She is responsible for all internal and external communications of the agency as well as fundraising campaigns, events, and other initiatives. She joined the Senior Leadership Team in July 2021. Alice has a Bachelor’s Degree in Graphic Design from Southern New Hampshire University.

Drew Gradinger

Director of Kindle Farm School

Drew has been working at Kindle Farm since 1997 and brings his knowledge of the Therapeutic School Community to HCRS. Drew joined the senior leadership team in July 2021 and is excited to be on a team of creative thought leaders working to improve the lives of our clients and the culture of our agency. “As Head of School for Kindle Farm, I am blessed to be on a team that creates an environment where profound relationships are the foundation for a trusting and effective school, as well as an incredible agent of change.” His work day is filled with activity, challenge, and community building which truly allow these real relationships to develop. When Drew is not working, he is home with his family and friends, working on their ten acre farm, engaging in this diverse community, and living the Vermont dream.

Rosie Nevins-Alderfer

Director of Quality & Compliance

Rosie has 15 years’ experience working at the intersection of social work, health care policy, organizational development, and non-profit legal services. Her curiosity with how systems impact the lives and wellness of individuals led her to pursue a law degree from Northeastern University. Her passion for social justice and systems-change brought her to Brattleboro in 2015, where she served as Director of Restorative Justice Programs at Youth Services and the Director for Windham County Court Diversion. At HCRS she has held positions as the Co-Director for the Windham County Consortium on Substance Use, and the Project Director for the Certified Behavioral Health Clinic (CCBHC) SAMHSA grant. She is a licensed attorney in the state of Massachusetts and is fluent in Spanish.

Jessica Stehle

Director of Developmental Services

Jessica joined HCRS in January 2020 and began in the HR Director role in January of 2024. Jessica has a Bachelor’s in psychology and went on to earn her graduate degree in rehabilitation counseling from George Washington University. With a background in disability services and experience managing multimillion-dollar programs, Jessica champions inclusive cultures where everyone can thrive. She’s a passionate advocate for workplace diversity and collaboration, dedicated to empowering individuals to reach their full potential. At HCRS, Jessica is proud to collaborate with a team committed to innovative, compassionate care.

Kristin Reifenrath

Interim Director of Children, Youth, and Families

Kristin brings a wealth of experience and dedication to her role at HCRS. Joining as a Clinical Consultant/Supervisor in October 2023, she swiftly transitioned to Interim Director of the Children, Youth, and Families division in February 2024. Kristin holds a BA in Psychology from St. Andrews University and an MSW from Springfield College School of Social Work. Throughout her career, Kristin has demonstrated a commitment to serving vulnerable populations. Her experience spans various residential programs, where she provided support to youth with developmental disabilities and children facing emotional and behavioral challenges. For over 12 years, she has been at the forefront of integrated behavioral health services in Vermont and New Hampshire. Driven by a passion for equity and access to quality care, Kristin is dedicated to eliminating health disparities. Kristin’s leadership at HCRS reflects her deep commitment to fostering inclusive, client-centered care within the community.

Jean Warner

Director of Developmental Services

Jean joined HCRS in October of 2022 as the DS Area Manager in the Bellows Falls office. She earned a Bachelor’s Degree in psychology from the University of Southern Maine. She has training in supported employment services, person centered planning facilitation and has worked in a variety of roles in the developmental services field over 28 years. A fun fact about Jean, she is also a certified Personal Trainer and Pilates instructor. Jean is humbled by the privilege to be part of HCRS and to lead a DS team that is committed to supporting individuals with developmental disabilities to live their best lives as defined by them.
