We’re excited to share an important leadership update at HCRS! 🌳

Earlier this fall, Sarah Truckle stepped into the role of Chief Financial Officer following a planned transition. Sarah joined HCRS in September 2025, allowing time for a smooth, intentional handoff that supports continuity and long-term stability.

As CFO, Sarah oversees all financial operations across the organization, including budgeting, forecasting, accounting, billing, and facilities. Her work plays a critical role in ensuring HCRS remains financially strong, compliant, and well-positioned to continue expanding services across southeastern Vermont.

Sarah brings nearly 15 years of financial leadership experience spanning government, higher education, and nonprofit human services. Before joining HCRS, she held key roles within Vermont’s Agency of Human Services and later supported the Vermont State Colleges System, helping strengthen public institutions through thoughtful financial management.

“Sarah brings a steady, strategic approach to financial leadership and a deep understanding of complex systems,” said George Karabakakis, Chief Executive Officer of HCRS. “Her experience positions HCRS well as we continue to grow and respond to changing funding systems and community needs.”

This transition also marks the retirement of Hal Moore, who concluded more than 20 years of service to HCRS on December 19. Hal joined the organization in 2004 as Controller and became Chief Financial Officer in 2006. During his tenure, HCRS grew from an annual budget of approximately $23 million to more than $68 million, supporting expanded programs, staff, and infrastructure throughout the region.

Hal’s leadership helped build the financial foundation that allows HCRS to serve thousands of people each year. His career reflects decades of dedication to fiscal responsibility across both nonprofit and for-profit sectors.

“Hal’s leadership has been foundational to HCRS’ long-term stability,” Karabakakis added. “We are deeply grateful for his years of service, guidance, and commitment.”
