HCRS stands with our statewide network and member agency, Vermont Care Partners (VCP), in highlighting the importance of protecting the rights and dignity of people experiencing homelessness, mental health challenges, substance use, and disabilities.

In their recent statement, VCP expresses concern over the federal Executive Order issued July 25, 2025, which signals a shift toward more institutional and coercive responses to homelessness. This direction runs counter to what HCRS—and our entire network—know to be true: that people thrive when they are supported in their communities, not separated from them.

Our philosophy of care is rooted in compassion, collaboration, and self-determination. We believe care should meet people where they are, be led by their voice and values, and focus on building supportive, inclusive communities. In this moment, we reaffirm that belief—and our commitment to home- and community-based solutions.

We encourage our community members, partners, and policymakers to read VCP’s full response and join us in continuing to advocate for support systems that uplift, empower, and include every Vermonter.
